plant cover for 2ft. high garden wall

I have a 2ft. high concrete wall at the bottom of my front garden. It is about 40ft. from the front of my house and is an eyesore. Any suggestions for low level cover for this wall ?

The problem with this wall, from a design point of view is that it is an unbroken mass. Rather than cover the whole thing with a creeper such as ivy, the simplest thing is to plant a few shrubs in a couple of groups to break the line of the wall, even though taller.

Any shrub of your choice can be used to do this and put in some perennial flowers as well.
