Bay tree is dying leaves going yellow, growth very sparce and there is no new gowth. Bay is about 4 years old. please help.

This may be simply drought or the opposite too much water that is not getting out of the pot. Try to solve either.
It could also be scale insect on the leaves. Check for small scales and spray with insecticide if necessary.
