I planted carrot seed in rows in a rasied bed 3 weeks ago. I put put clear polythene over them with about 6 inches from the top of the soil. Only 2 rows germinated and a small few in the other rows. why was germination so low?

Carrot seed sown in May would not need polythene … that would be appropriate only earlier in the year. If two rows were okay and the others patchy, that means the seed itself was viable.
The most likely explanation is that the poor rows were too dry, or perhaps locally too hot with the polythene.
