Can you recommend a clematis that can be used as ground cover and would also be suitable for covering a tree stump? Situation is partial shade.

Easily the best choice for this would be Clematis montana, a vigorous clumping climber, covered with flowers in spring. It could be used as a ground cover spreading out some growths but these will try to climb whatever plant or object they meet.
