I am looking for advice on how to create a compost heap, i have lawn cuttings, also this year i have planted a vegatable garden. Can i put old potatoe stalks, cabbage leaves, carrot leaves etc in to a compost heap. Should the compost heap have a concrete base.

Any plant material can be put in a compost heap, except some kinds of diseased vegetables, notably onion white rot, which can survive composting.
Compost does not need a concrete base, but a concrete base could be used to catch the leachate from the heap which can be diluted to make a good liquid feed.
