Tall Dahlia leaves on the bottom half are yellow round the edges plant otherwise looks very healthy what could be the cause

The dahlia leaves might be a little shaded by other plants, or could be a bit short of magnesium. Try watering with a liquid feed such as Miracel grow, Phostrogen or One.
This is not a major factor but the plants migh flower just a little less.
