My fuschia that i planted this year in my garden (was previously in a pot) has black stains on the leaves. It did not flowered as it did the previous years. I would say only 2% of flowers showed up. Is that a disease? any remedy?

Sometimes when fuchsia is planted out from the confines of a pot, it roots vigorously and does not flower so well. It might still give some flowers and will be better next year.
Some blackening of leaves is probably just weather-related with vigorous growth, but might be a problem if there is associated wilting. Wilt diease means the plant would need to be disposed of. but this is just a possibility and best to wait and see.
