dry root perennials

I have bought some packets of dry root perennials from Lidl. They appear to be roots only in dry moss.How should I plant these? Or if I don’t want to plant immediately is it safe to keep them in the packets?

Some perennial siwth fleshy roots are happy enough dry and can be kept in that way for some time, but there is always some deterioration over time.

Pot up in pots if you cannot plant into the soil.
