Fern Tree. After severe winter only one frond has developed into branch. Is it possible that tree will recover fully. I am feeding it with tomato fertiliser.

With one leaf it may well recover, but it will take time.
Do not give any feeding, except a mulch of rotted leafmould. Wrapping the stem with polythene might help to retain moisture.
