How far would I could back fuchsia plants and is this a good time to do it. They are planted in our garden 2 years and are very healthy providing they have survived the snow & frost.

Fuchsia can be pruned as much or as little as you like, even cutting it to ground level if you wish. The frost may well have killed it to ground level in any case.
