I planted carrot seeds and onion seeds about 3 weeks ago when should I see results as there is nothing yet.

Both should have appeared in the warmth of a greenhouse, which they do not need incidentally but they can be grown in a greenhouse for early crops, sown in January.
Possibly the seed was faulty and if you have any remaining, try it on damp tissue in a glass jar with some holes in the lid.
If the seed was okay, then conditions in the greenhouse were wrong, possibly too dry.
