Can you recommend a variety of Florence fennel that will form proper bulbs instead of long thin leaf bases?

Even the supposedly bolt-resistant varieties are very difficult to get to make bulbs.
A lot depends on the weather and the conditions in an individual garden.
Grow them as evenly as possible, no shocks, close attention to watering … but if see-saw weather comes, it bolts. Â
