Holly tree 15years old leaves and berries covered in a soot-like substance for past month what do I do?.

This sounds like sooty mould growing on the exudate of scale insects, a sap-sucking insect on the tree.Not much to do, predators will arrive and at 15 years old, the tree is probably too big to spray anyway.
