Honey fungus?

I’m wondering if a 7 year old american oak has honey fungus. Various types of browning of leaves, also mildew on some, but mushrooms appeared at base of tree which is odd. Transplanted to county wicklow, and new container, from dublin suburbs few months ago. Did well initally, then began to look sick. I’d be grateful for any advice.

If the tree was transplanted a few months ago, it was in growth and has taken a set-back as dieciduous tres can only be transplanted when dormant. Leave it be and see what happens. It should not be in a container as it needs room for its roots.
