I have a large garden with a mixture of flower and shrub beds, they are in bad need for a feed, would you recomend spreading well rotted horse manure

Horse manure is a fine source of organic material and some nutrients, however, it tends to make soft growth if over-used.
If the plants are very hungry, you could use a little dressing but most shrubs and flowers in good ordinary soil generally do not need additional feeding.
Too much growth can make flower soft and prone to wind-throw, and shrubs vigorous, too large and carry fewer flowers.
