I have flies in the soil of my house plants and now see small maggots in the soil also. What do I do to get rid of the problem? Will they spread to my orchids?

The small white maggots are probably the larvae of mushroom flies, also known as sciarid flies. Their presence is a sure sign that the compost is being kept continually too wet and they will disappear, if you let it almost dry out before watering and in future water only when the compost surface is dry.
