Can you tell me why my Cherry Blossom has branches with just leaves on it? Should these be removed and if so when is the best time to do this?

This can happen for a variety of reasons. It could be suckers from the root stock, or it could be just young shoots that have not made flower buds yet or it could be due to fungus that causes witches brooms.
The first and last can be removed.
