can horse manure be used around all plants/trees/flowers?

Well-rotted horse manure can be used on most plants …. if they actually need feeding. Otherwise, it is more likely to encourage weeds.

Some plants, such as roses and apple trees, might be made too vigorous and soft by an excess of manure, and more prone to fungal diseases such as blackspot of roses  and apple scab.
