I have lilies growing in wooden half barrels which have finished flowering .I need to replace the half barrels as they are falling apart,when can I take up the lily bulbs and when can they be reset?

If the barrels are falling apart, there is no rush to replace them, and the lilies will benefit from the delay.
Either allow the lily foliage to turn yellow before removing them or lift them and plant them in the garden to turn yellow.
