i have 3paperbark maples about 3years planted. they are quite small. two are about 5and a half feet and one is only about 3ft tall and doesn’t look healthy. they seem to have shrunk since they were planted. would i be as well to dig up the smallest one and fill the gap with something else

The paperbark maple, Acer griseum, is easy to grow but it does not like heavy ground, wet ground or to be planted too deeply, or sever exposure. Some of these or a combination might explain why your plants have not done so well.
Move them to more suitable ground or lift them and re-plant on a mound of 20 to 25 cm at the centre, sloping away over 60 to 80cms on either side, and planting so that the first root is no more than 2cm below the soil surface.
