Most of the preservatives available now for home use are safe for plants, but they may not be so desireable near food crops. It would be best to seek information on each kind from the manufacturers.
These water-based treatments are of marginal value in constant contact with damp soil in any case and you would be better to use the wood as is. It will break down but you will get a good many years out of it.
Larch, elm or Douglas fir would be longer lasting than spruce or pine.
