my beautiful Robinia was very slow to get its leaves and many branches died last winter. i had underplanted it last year with perennials . Did I damage the roots. Is there anything I can do to bring it back to life?

Dead branches are a sign that it is not happy with the conditions. In particular, robinia hates wet or heavy soil. If the soil is heavy, the tree is likely to continue to decline.
The perennials do not greatly help either.
