My neighbours on both sides are growing ivy [which i hate] is there any way to discourage it from coming into my garden without actually killing it.

All you can do is to cut it off where it crosses your boundary … what the neighbours do in their garden is their business, and it is their plant so you cannot spray it with any weedkiller, only stop its trespassing!
