I had a standard Red Robin [Baby Red Robin] that did’t put out new leaves and died, brought another one and now its doing the same the stems are green when scrathed, also the plant is in a pot.

Photinia ‘Red Robin’ can be damaged severely by frost and this may have happened, but it can also die of drought in a pot. If the stems are green under the bark it may still be capable of recovery.
