i have to replace roses that died in the same bed i have been told i will need to change the soil is there any way around this?

Yes, this is called rose replant disease,

If you can change the soil in the planting hole, using soil from some other part of the garden. The old rose soil can be used elsewhere without problem.

Feed the new bushes well in spring with rose food.
