This is a tree, Salix matsudana tortuosa, I’ve been told, that is suffering this year and wonder if you can help me to help it, thanks! could it be in too dry a spot?

Yes this is the twisted willow and, like may others, it is affected by a fungal disease called willow canker,w which waxes and wanes.
There is no practical remedy, it is worst in a cool wet summer.Â
