why is the last time u should start growing tomato plants i have some that i planted a month ago coming up now from seed tray is it too late to let them grow?

It is late but not too late. You will still get a few trusses of fruit at least in a greenhouse. Normally in a greenhouse, sow seeds in early March in heat indoors and plant out in April.
Outdoors, it depends on the weather they ripen or not.
