our palm tree has reached into the phone lines and we need to cut it down but not sure how to do this and what time of year is best?

Some people call cypresses ‘palm’ and others call corydline palm. If it must be cut down it can be done any time. A cordyline with strappy leaves will re-sprout, while a cypress will only re-grow from green tissue.
