Is it safe to use bone meal in my composter (to activate) given its alledged connection to BSE/CJD?

Bone mean is safe to use as it is now sterilized to a higher temperature.
Compost will be fine without it but the material will break down more quickly after using bone meal.
Also it has a tendency to attract rodents.
