What is your advice with regard to light ploughing (8-12 inch), rotavating and then planting vegetables over a percolation area?

In general it is not advised to plants trees and shrubs with deep roots over a percolation area, but vegetables root sdo not penetrate deeply and they are not permanent.
In some cases the stone backfill over the percolation pipes comes quite close to the surface and this might be a problem.
Depending on the soil and the way the percolation area is set up, it might not be a great idea to run over it with a tractor, but a small rotavator should be okay.
