My allotment has bog/peat soil and has been really wet so it’s been impossible to dig up over winter. Is it too late now to dig over and spread manure?

It is not too late to dig as you can dig a few days before sowing and you can sow well into April and even May, but a wet site is a real pain and since you do not own it, you might be able to get a better drained allotment on the same site or another site.
